Electrical Installation Sector Qualifications

Along with other industry recognised bodies, we are committed to a best practice approach regarding appropriate qualifications in the Electrical Installation sector.  We make use of industry and government approved Apprenticeship Framework Agreements, recognised legacy qualifications and the application of the National Occupational Standards by accredited awarding bodies to inform our views on these matters.

The National Electrical Licence to Practise system has been designed to inform Clients of the identity and occupational competency of Electrical Workers who are trained, assessed and qualified specifically in Electrical Installation practice.  Other electrical qualifications including those from the engineering sector may not be sufficient to support an application for a Qualified Electrician’s Licence.  For example, vocational electrical maintenance qualifications at Level 2/3 will not be considered suitable.

NVQ Level 3 Qualifications in Electrical Installation

To be eligible for a Qualified Electrician’s Licence, applicants must have obtained an NVQ Level 3 in Electrotechnical Services.  Since 1999, an NVQ Level 3 in Electrotechnical Services has been the mandatory requirement for recognition as a Qualified Electrician within the industry.  

Please note to be eligible for an apprentice licence you must be registered on Framework 342 – Level 3 Electrotechnical.  This is the approved apprenticeship programme for the electrical installation industry in Northern Ireland.  Participation in other Frameworks i.e. Engineering will not be sufficient to support an apprentice application.  SparkSafe will require evidence of this Framework when the application is made.

The table below sets out the component parts of each of the NVQ Level 3 electrotechnical qualifications.  Please note that the technical certificate on its own (2351, 2360 or 2330) does not meet the full requirements of the Level 3 NVQ in Electrotechnical Services.

Other awarding bodies including EAL and Logic provide NVQ Level 3 qualifications in Electrotechnical Services.  These will be acceptable alternatives.  Applicants for a QE Licence, must also be up to date with the current BS7671 IET Wiring Requirements qualification [Level 3 Award in Requirements for Electrical Installations].

Industry Approved Legacy Qualifications

For those who completed their training prior to 1999, industry approved legacy qualifications will also be considered for a Qualified Electrician’s Licence.  The table below sets out those industry approved qualifications that may be accepted as evidence for a QE Licence.  Please note that a technical certificate on its own does not meet the requirements of the QE Licence.

In addition, applicants for a QE Licence, must also be up to date with the current BS7671 IET Wiring Requirements qualification [Level 3 Award in Requirements for Electrical Installations].

In all cases, certified evidence of qualifications must be provided to support Licence applications.  If applicants hold only one part of the industry approved qualification, they may not meet the requirements for a QE Licence.  If this is the case, applicants may be eligible for a Restricted Electrical Worker’s Licence.  Please note that this list of qualifications is not exhaustive, other qualifications will be considered.
